Apple, Samsung patent trial set to kick off in U.S., billions at stake

Apple and Samsung, the world's largest consumer electronics corporations, are waging legal war around the world, accusing each other of patent violations as they vie for supremacy in a fast-growing market for mobile devices.

The fight began last year when Apple sued Samsung in a San Jose, California federal court, accusing the South Korean company of slavishly copying the iPhone and iPad. Samsung countersued.

The stakes are high, with Samsung facing potential U.S. sales bans of its Galaxy smartphones and tablet computers, and Apple in a pivotal test of its worldwide patent litigation strategy.

Apple will try to use Samsung documents to show its rival knowingly violated the iPhone maker's intellectual property rights, while Samsung argues Apple is trying to stifle competition to maintain "exorbitant" profit, according to court filings.

A 10-member jury will hear evidence over at least four weeks, and it must reach a unanimous decision for Apple or Samsung to prevail on any of their claims.

That the jurors will hail from Silicon Valley, where Apple is an icon and major employer, will be something for Samsung to consider during the jury selection, said James Dobson, a jury consultant with Empirical Creative.

"Although certainly if I were Samsung I would be concerned about what prospective jurors think about Apple, given that it's a huge employer there," Dobson said, "by and large jurors want to do the right thing and decide the case on the merits."

It has been tough going so far for Samsung in the case. U.S. District Judge Lucy Koh halted U.S. sales of the Galaxy Tab 10.1, giving Apple a significant early win. This was followed by a pre-trial ban on the Galaxy Nexus phone. Samsung has appealed both orders.

The trial is expected to last at least four weeks.

The case in U.S. District Court, Northern District of California, is Apple Inc v. Samsung Electronics Co Ltd et al, No. 11-1846.

Wikipad reveals specs for gaming tablet (exclusive) | VentureBeat

Wikipad, the company developing an identically named tablet that will ship with an attachable gamepad for console-style gaming, has revealed the specifications of the device in an exclusive interview with GamesBeat.

The Wikipad (tablet, not company) will have a 10.1-inch IPS display with 16:10 1,280 x 800 resolution. The actual tablet will weigh 560 grams and be just 8.6mm thick, making it one of the thinnest and lightest 10? tablets ever, only slightly thicker than the iPad 2 and nearly 40 grams lighter. When the Wikipad was first shown at the Consumer Electronics Show earlier this year, it was a 7? tablet that was more similar in design to the Amazon Kindle Fire.

The final design model, which the company revealed to us at a design office in Thousand Oaks, Calif., will feature the NVIDIA Tegra 3 T30 1.4GHz quad-core processor with 1GB of DDR2 RAM. For comparison, the recently released Nexus 7 uses the T30L, which is a 1.2GHz quad-core processor with a 416MHz GPU (compared to 520MHz on the T30) and slower DDR2 RAM (667MHz vs. 1066MHz), and the ASUS Transformer Prime Infinity 700 and upcoming Ouya will use the more powerful T33, which clocks at 1.6GHz and has bandwidth for faster 1600MHz DDR3 RAM.

The Wikipad will also ship with at least 16GB of internal storage, though the amount of local storage hasn?t been finalized as of yet. However, according to Fraser Townley, President of Sales at Wikipad, ?we will not go down, we will only go up.? 16GB is the standard amount of storage for tablets today.

The battery is 23.46Wh, capable of six hours of continuous gaming and eight hours of video playback.

Instead of tapered edges, the Wikipad will have flat sides similar to the iPhone 4/4S. The rear panel will also have an elevated plastic lip designed for a better grip in any holding arrangement. This also enables the speakers on the back of the tablet to bounce off of any flat surface and deliver strong acoustics.

Every Wikipad will ship with Android 4.1 (Jelly Bean) and the controller add-on. The controller, which connects to the Wikipad from the bottom with a proprietary connector, is designed similar to the Xbox 360 controller, though according to the company there is little relation to Microsoft?s nearly seven-year-old design. The controller features two sets of triggers, bumpers, and analog sticks, as well as four face buttons, start, and select. The controller is also designed to cover the speakers and flow sound through acoustic tubes out the front grill for better audio performance. The controller also has a port to connect it to a power source on the back.

Wikipad will also feature a built-in 8-megapixel?rear-facing camera and a 2 megapixel?front-facing camera.

Finally, the Wikipad will not ship the first line of the tablet with a 3D display, which the company originally showed off at CES. Future models may ship with a 3D display. The Wikipad doesn?t have a definite release date yet, but according to Wikipad President James Bower, it will release later this year, and the company will reveal much more regarding the tablet in the very near future.

Seikou Yamaoka, iPhone Finger Painting Artist, Creates Digital ...

While many might think of finger painting as child's play, Japanese artist Seikou Yamaoka shows us that the form can truly be used to create something of artistic genius.

Yamaoka uses only his finger tips to create digital masterpieces on his iPhone using the $2.99 app, Art Studio.

His most recent work is a portrait of a geisha which he created on his iPhone 4S.

Yamaoka first sketched the portrait in black and white and then added stunning swipes of vivid color to bring the piece to life. The entire iPhone finger painting took him four hours to complete.

The artist has created such stunning finger paintings while commuting on the train, according to the Telegraph. His goal is to create images that look more akin to watercolor than digital art.

His actual watercolors are just as impressive and a collection of this work can be seen on Yamaoka's official Facebook page.

Fans have taken to Yamaoka's intimate grasp of artistic technology.

"As time marches on, the market is continuously saturated with creative programs that help artists more easily realize their wildest artistic fantasies, but without technological competence it doesn?t seem to matter how well you wield a paint brush," wrote Trend Hunter's Susan Keefe. "These innovations having given rise to a whole new crop of artists, like Yamaoka, who are lucky enough to experience a synergy between their artistic and technological understanding."

Check out some of Seikou Yamaoka's other work in the slideshow below:

Trouble is..this is gonna stop a LOT of use tx going on now with private physicians!!

I know some doctors that have been having wonderful, and in some cases amazing results with this type of treatment. And now, sadly, you will have federal bureaucrats and miles of red tape standing in the way.

I mean, it shouldn't be that bad...they are only taking YOUR own adult stem cells, and generally, injecting them into your problem areas, and allowing your own body to heal itself.....

What Is Pinterest And How Can It Help My Local Business? | Your ...

Online and digital marketing is a diverse and innovative way to advertise. Its inexpensive setup costs make it the ideal solution for small and local businesses who want to compete with larger companies.

Social media sites in particular allow organizations to reach out to huge numbers of people even on a limited budget. One of the most exciting online marketing platforms is Pinterest.

Pinterest differs from most other social networks because its main focus is on sharing images rather than staying in touch with friends. This revolutionary take on social media is incredibly useful for small businesses. The site describes itself as a way to ?discover new things and get inspiration from people who share your interest?. Read on to find out how joining this product-based social network could benefit your company.

pinterest social media marketing pinterest for business

    What Is Pinterest?

Pinterest is a virtual pinboard which allows people to add ?pins? (images) of things that interest them from around the internet. People create their own pinboards on subjects like fashion, decoration, crafts, and cooking. Pins can be images of anything including graphics, photographs, products, and brands. Users can interact with each other buy following a person, liking a pin or pinboard, or re-pinning an image.

Some large online stores are now using the site as a virtual store front. On a smaller scale, local businesses can utilize this platform to spread images and information. It is particularly valuable for art or design based trades, but any business that can produce interesting images of their products or skills can benefit. Restaurants, manufacturers, shops, charities, and service providers are all able to use the site successfully.

Pinterest which was set up in 2010 was the fastest site ever to reach the 10 million unique visitors mark. It has continued to grow in popularity and it now receives over 18 million unique visitors a month.

    Creating A Pinerest Marketing Strategy

Images are a powerful marketing tool so the advertising potential of Pinterest should not be underestimated. Creating a clear and concise plan that will help you to develop and maintain your Pinterest account is important. Here are a few of the factors that a successful strategy should include:

    - Setting up your business?s Pinterest page

Add visually appealing pictures to your Pinterest pinboards that will capture people?s attention and make your pages popular. You can then divert this traffic to your official website by adding links between pinned images and relevant web pages. Pinterest encourage users to keep original source links for each pin, so even if it is re-pinned onto another user?s pinboard, potential customers will still be able to follow it back to your business?s site.

    - Getting followers

Building up followers is the best way to ensure that you have a large audience for your product images. Competitions are one of the most effective ways of doing this in a short period of time. Competitions could reward the person who re-pins the most of your content or be a prize draw among anyone who likes one of your pins.

Another way to build up followers is to include interesting images from external sources as well as from your own site. You may not get the same immediate benefits from this, but you can insure that your pinboard remains fresh and interesting.
    - Connect with your website

By using a downloadable Pinterest badge you can create an easily recognizable link from your official website to your pinterest page. Here customers can get a snapshot of your products or even choose to become your follower.

Users can install a ?Pin-it? button on their own web browser to take images from your website and add it to their pinboards. The Pin-it function automatically credits your site as the original source and creates a backlink. Your products are advertised by Pinterest users for free, and by displaying a Pinterest badge you can encourage them to do so.

The Results Of A Successful Pinterest Marketing Strategy

There are many benefits that can result from a successful and professional marketing strategy on Pinterest. Here are just a few:

    - More sales

Increased sales are the ultimate aim of nearly all advertising strategies. Fortunately, a well-presented Pinterest pinboard, which features links between product pins and the relevant sales page on your official website, can convert followers into sale more successfully than almost any other social media network.

Fashion site Bottica reported that the average spend from users inbound from Pinterest was $180 compared to just $85 from Facebook. A similar trend is reported by other online traders.

    - Brand awareness

Images are powerful, and through them you can use Pinterest, not only to advertise your services, but also to inform customers about your company?s ethics and influences. Your pinboard, which can appear in Google searches, is a creative way to engage customers and create a deeper relationship with them.

    - Interconnected social media marketing

Keeping up with many different social media sites can become a chore for small businesses. Fortunately, your Pinterest page can be added to your Facebook timeline and to personal blogs, so that when you create new content on one site you can easily update all of them.

    - Understanding

Customers can choose to ?like? your pins and leave comments on them. You can also annotate pins with open questions if you would like to find out specific information from your followers. Reading this information will provide you with a more complete understanding of the popularity and general opinions of your products. By assessing which of your product images was the most re-pinned or liked, you can develop a clearer idea about future development within your business.

How To Get Started With Pinterest

Implementing a Pinterest strategy is a perfect way to boost your sales, increase you customer understanding, and create more meaningful brand awareness. However, some business owners can find the process difficult, especially when they have little experience in the area. Unfortunately, a badly organised marketing strategy can struggle to build up followers, and swamping the site with too many images can frustrate existing fans.

Turning to an online marketing specialist to develop and manage your Pinterest site and its connections to your existing website is an ideal solution. Advertising experts can make sure that your Pinterest boards are interesting, positive, and most importantly increase your revenue.

(AP) ? Here's what to watch for at the London Olympics on Saturday:

    ___

    1. FIRST GOLD: Seven golds are up for grabs. China's Yi Siling took the first in the women's 10-meter air rifle.

    2. ALL TO DO: Michael Phelps barely, barely qualified for the final of the 400-meter individual medley. He's in the unpopular Lane 8. Can he recover?

    3. US WOMEN: They play Colombia at soccer and Croatia in basketball.

    4. CYCLING: Britain is hoping for an early gold in the men's cycling road race, with Mark Cavendish the man to beat. Also on the team: Bradley Wiggins, who's just won the Tour de France.

    5. BIKINIS: Fear not, fans of the beach volleyball bikini. Talk of cold weather stoked fears that the women would go for shorts and T-shirts. That's not happening.

Dow surges past 13,000 on stimulus hopes

    Brendan Mcdermid / REUTERS

Traders work on the floor of the New York Stock Exchange.

    By NBC News wire services

Updated at 4:05 p.m. ET: Stocks rallied Friday on growing hopes of further stimulus from the Federal Reserve and the European Central Bank, as economic growth slowed in the second quarter.

The Dow Jones industrial average closed the day up 188 points, having moved above 13,000 for the first time in over two months. It was the Dow?s fifth triple-digit move in the past six days.

In economic news, gross domestic product growth slowed to a 1.5 percent annual rate in the second quarter as consumers spent at their most sluggish pace in a year. While economists expected worse, it was weak enough to keep hope alive for an additional round of Fed stimulus.

The Federal Reserve meets next week, and the market is looking for signs of additional monetary stimulus. The ECB also meets, with expectations for action overseas also rising after comments Thursday from ECB President Mario Draghi.

"There continues to be excitement over potential change in policy, both from the ECB and the FOMC. That's the only reason the market's up," said Ken Polcari, managing director at ICAP Equities in New York.

Merck gave the biggest boost to the Dow after the drugmaker reported better-than-expected quarterly earnings, with strong sales growth of its vaccines and treatments for diabetes and HIV.

On Thursday, stocks leapt nearly 2 percent and erasing much of the losses for the week as ECB chief Mario Draghi said he would do whatever it takes to save the euro. Adding fuel to the fire, the French daily Le Monde reported on Friday morning that euro- zone governments and the ECB are preparing to take action to bring down borrowing costs for Spain and Italy.

Uri Landesman, president of Platinum Partners in New York, described the market as "getting frothy," adding that "the bulls are trying their last gasp because Draghi says he is going to buy some bonds.

"The problem is way too deep for central banks to dig us out of, and that is going to become evident both in the news and the market over the next couple of months," Landesman said. "I expect a really rough rest of the summer."

Facebook Inc shares tumbled to an all-time low a day after the social media company reported a drastic slowdown in revenue growth on Thursday and failed to offer financial forecasts that quelled fears about its ability to boost advertising growth.

In contrast, Amazon shares rose after it reported improved profit margins on Thursday after the bell.

Optimism over further stimulus measures has helped offset a mixed U.S. corporate earnings season, with many companies beating profit forecasts, but often missing revenue projections and warning about sluggish global growth.

Through Friday morning, of the 290 in the S&P 500 that have reported second-quarter earnings, about two-thirds have beaten analysts' expectations, according to Thomson Reuters data.

Starbucks Corp cut its outlook for the current quarter, citing global economic weakness and a recent slowdown in visits to its coffee shops in the United States, its biggest market for sales and profits.

    Reuters contributed to this report.

    92% Safety Not Guaranteed

Question: If you could go back in time, what time would you return to and why? Normally I answer, or vaguely answer, my own questions in these reviews but I?m not going to on this one. I am not an overly nostalgic person unless it has to do with a film or a band. Plus, after seeing Safety Not Guaranteed this past weekend, I learned a valuable lesson. Sorry if this confuses anyone but you will just have to see Safety Not Guaranteed to understand what I am referring to?.or trying to, at least. I have wanted to see this film for a long time. There was just something about the story that drew me to it ? not too long ago I even posted the preview on here; and I save those posts usually for films that I think will be interesting, unique or that tell a story that will move me. This one did, not drastically, but enough to get me out of my writer?s block (fingers crossed) and make me contemplate parts of my life. That?s what I want from most films, art, books, etc?an opportunity to think; notice something you hadn?t before; and look upon an idea with a fresh perspective, etc? Safety Not Guaranteed took on an age-old idea: looking back on your past with regret and hoping you can change things so you wouldn?t be unhappy now. And the filmmakers made a charming, perfectly decent film that will just make you smile. Plus, they added the idea of time travel. Who wouldn?t like that, right? So, I ask again, would you want to go back in time and why? For most, I believe, the reasoning will involve another person: a partner, girlfriend, boyfriend, parent or someone with whom you hurt or they did something that haunts you, still. We all make mistakes. Mistakes are thrust upon us. We fall in love with the wrong person, or the right person, and hearts get broken no matter what. Also, we can be cruel to another. Admit it ? we have ALL been there. We are human. Safety Not Guaranteed represented several aspects of people?s regret and/or searching for the cure to change their current situation. And I think most will be able to relate. Now the next question(s): Could we fix it? Should we fix it? Would we be better off if we changed these brief, few moments of the past? Or are we where we are supposed to be? Thinking about regrets is enough to drive you a little mad. And that?s how the actor in this film, Mark Duplass? character, is portrayed. Someone who must be insane because he puts a classified ad in the paper requesting a partner go back in time with him. He declares it will be dangerous and your safety will not be guaranteed. His ad intrigues a magazine editor ? enough to send a writer and two interns to check the story out. There are a couple other character in this film that display the same sort of desire to change their present by reaching towards the past: The young intern, Darius, played by Aubrey Plaza and her boss, Jeff, played by Jake. M. Johnson. Both these characters represented the vast differences on why someone would want to go back in time. I liked both characters, a lot. In fact, Jeff was one that kept the comedy going in this film. He?s the type of guy you don?t want to like but he evokes sympathy when you aren?t expecting. Darius is a sarcastic girl that has a deep, hidden secret on why she is unhappy now. As for the rest of the story, no more details. Just go see this film. It is slated as a comedy, and it was absolutely funny at parts but it is not slap stick or a joke every few minutes type of film. The humor is subtle and well placed. Safety Not Guaranteed showed real humor, the humor we all have in our lives. The absurdity that is ever present ? that?s what makes it a comedy. However, I would categorize this as a drama as well. And that?s a compliment. Bottom line: Just give me a good story, tell it well and with respect (especially for the audience), and you?ve got a fan in me. Safety Not Guaranteed did all three. Well done! My favorite thing: There might too many things to list here. I just really, really liked this film. Okay, I laughed OUT LOUD when Jeff raises his fists in the air. His reaction to what was happening just kept me smiling and smiling. My least favorite thing: I got nothing this time. Directed by Colin Trevorrow, Big Beach Films, 2012 Genre: Comedy Starring: Aubrey Plaza, Jake M. Johnson, Mark Duplass, Karan Soni, Jeff Garlin and Kristen Bell. (AP) ? The 74-year-old mother of Hall of Fame infielder Cal Ripken was safe Wednesday, a day after an armed man abducted her from her home northeast of Baltimore, police said.

Vi Ripken was kidnapped between 7 a.m. and 8 a.m. Tuesday by a man who forced her into her car, according to Aberdeen police. She was found about 6:15 a.m. Wednesday unharmed in her car near her home in Aberdeen, some 25 miles from Baltimore.

Ripken earned the nickname "Iron Man" for playing in 2,632 consecutive games during his 21-year career with the Baltimore Orioles and is a hero to many baseball fans. His brother, Bill, also played second base in the major leagues. The two were managed for a time on the Orioles by their father, Cal Ripken Sr., who died in 1999.

Vi Ripken described her abductor as a tall, thin white man with glasses, but police spokesman Lt. Fred Budnick had no other details.

The FBI and Maryland State Police were also involved in the investigation.

FBI spokesman Rich Wolf said authorities don't know whether the abductor knew the Ripken family or what, if any, demands might have been made.

"Maybe they can come up with a motivation based on the actions of the guy," Wolf said.

"This has been a very trying time for our family, but we are grateful and relieved that mom is back with us, safe and healthy," the Ripken family said in a statement. "We want to thank everyone for their tremendous support, especially all of the law enforcement agencies that worked so hard and quickly."

The family said that it could not comment further due to the ongoing investigation.

Is Your Business a Target for Password Hackers? | Hot Penny Stock ...

If your small business? computer system is lacking in proper protection, or you?re concerned about the vulnerability of your company?s financial accounts, now?s the time to beef up your security plan: Hackers are targeting small businesses more and more because they?re equipped with weaker business security systems ? frankly, small business computer systems are easy targets, and they carry enough financial bounty to make hacking worthwhile.

How can you put into place a proper business security system? Start with your passwords. Sometimes, it?s the only thing you?ll need to do to deter hackers from making attempts on your system.

There are challenges, however, to the handling your business? many passwords. The Washington Post breaks it down:

??the biggest problem with passwords is that there are far too many of them. Think about the things in your life that are now password protected: Work-related files, mobile phones, home computers, tablets, bank cards and online banking sites, social networks ? the list goes on.?

So how do you set up a strong password security system?

    Step 1: Setting Your Passwords
The first, and perhaps most obvious, way to guard against password theft or fraud is to use a complicated password. This means avoiding words you can find in the dictionary, and keep from using any personal information within your password. With so much of our lives exposed online, it?s easy to find personally identifiable information, such as birthdates, anniversaries, street addresses, and kids? or pets? names ? details that are often used in passwords.

There are plenty of ways to select passwords that no one could ?guess.? For example, think of a sentence you can easily remember and use the first letter of each word to make up the password. So, for example, if the sentence is ?The Cubs last won the World Series in 1908,? your password would be ?TClwtWSi1908.?

    Step 2: Managing Your Passwords
You also shouldn?t use one password for every account you use. Keep track of these various passwords with an online password management software. It?s essentially an online repository that tracks and organizes your various passwords that you use for many sites or servers. Depending on the software, you may even be able to utilize it to log into accounts without having to type your username and password. All you have to do is remember the main master password to get into that database, and all of your account login information is categorized for easy access.

    Step 3: Sharing Your Passwords
When you set up a password security system, be diligent about who you share passwords with internally in your business. You may want only one trustworthy employee to have access to the password management software in case you ever need a second person to access these important accounts. Or, you may even take it a step further by trusting your legal counsel with this confidential information.

    Step 4: Protecting Your Passwords

If you feel your small business is vulnerable to hacking, take any step possible to safeguard your information while you stop for a more robust business security system. Everything you can do to make it that much more difficult for an outside to gain access to your information will help you stay off the target list down the line.

In addition, reconsider the kind of account confirmation questions you utilize as a backup for retrieving lost passwords. A common one is, ?What is your mother?s maiden name?? or ?What is the mascot of your high school?? This information can be easily found online, so be sure to select a question that is highly personal, such as the name of your favorite teacher, or who your best friend was in grade school.

AP IMPACT: Gas pipeline safety valves resisted

Nine people, including seven children, were killed in an explosion at the nursery when a bulldozer broke the pipeline, allowing gas to seep into the building before it ignited. Investigators said the tragedy could easily have been prevented: A simple device known as an excess flow valve, priced today at less than $20, could have cut off the escaping gas and saved those lives, federal investigators concluded. The bulldozer was clearing land outside a day care center in Hapeville, Ga., when it broke open a buried 1-inch pipeline. The escaping gas ignited into a fireball that killed nine people, including seven children settling down for their afternoon naps.

That was 1968. Since then, there have been at least 270 similar accidents across the country that could have been prevented or made less dangerous by a valve that cuts off leaking gas and costs as little as $10-$15 for homes and small businesses and $200-$300 for larger buildings, an Associated Press investigation found.

Yet nearly 90 percent of the nation's gas service lines aren't fitted with the valves. Despite persistent government recommendations, the gas industry has argued that they are unreliable and cost too much to install ? $207 million over 50 years in one industry-commissioned study, more than $1 billion in another estimate.

In the meantime, the accidents continued: Since Hapeville, at least 67 people have been killed and more than 350 hurt in accidents where the valves could have helped but weren't installed. Six people were killed in a Minnesota store blast in 1972. A 25-story Manhattan building was destroyed in 1974, injuring 70 people. Four people died and six buildings were leveled in an explosion in 1998 in St. Cloud, Minn.

"There were lives lost that did not need to be lost," said Robert Hall, deputy director of the National Transportation Safety Board, which is responsible for investigating pipeline accidents.

The NTSB recommended the valves 16 times, but only in 2009, under pressure from Congress, was a rule approved ? to make the devices mandatory only on lines leading to new, single-family homes. Now, regulators are considering expanding that to new or replaced pipelines serving millions of multifamily homes and commercial buildings. And the utilities are objecting.

"NTSB has made excess flow valves some kind of holy war where they think everything should have a valve on it," said Don Stursma, an official at the Iowa Utilities Board who sits on an advisory board to the Pipeline and Hazardous Materials Safety Administration.

Pipeline agency officials say they will decide whether to push ahead with the new rules sometime next year.

The valves are designed to trip automatically when there is a break in a service line, the narrow-diameter pipes that serve individual homes and businesses. A sudden rush of escaping gas pushes a small, spring-loaded stopper inside the valve, plugging the line.

Without them, gas can leak unchecked into a building or house, pooling until an ignition source ? turning on the stove, a pilot light in the water heater, even an electrical spark from a cellphone ? triggers an explosion or fire.

The most complete government records, covering 2004 to the present, showed 187 accidents that potentially could have been avoided or mitigated, according to the AP's review.

That includes 148 cases the U.S. Transportation Department said could have been averted or diminished if valves were in place. The department released details on those accidents in response to a public records request from the AP. Applying the agency's criteria, the AP found 39 more. Another 84 cases were identified by NTSB investigators or mentioned in Transportation Department studies.

There are more than 66 million natural gas service lines in the U.S., but only about one in 10 had excess flow valves, according to the government's most recent data. Almost 46 million new service lines have been installed since 1970 ? about 39 million without excess flow valves. That's about 39 million "missed opportunities," as Hall put it.

The federal pipeline safety agency, which sets pipeline rules, announced last year that it was considering requiring the valves for multifamily dwellings and commercial buildings. The agency believes the 2009 mandate for safety valves on single-family homes "only partially addressed" the NTSB's recommendations, agency spokeswoman Jeannie Layson said in a written statement.

Before the agency decides whether to go ahead with new rules, officials want to survey companies about how much it might cost them to place excess flow valves on service lines for buildings along with new, single-family homes, Layson said.

Manufacturers and utilities say the cost per valve could be as low as $10-$15 for homes, retail businesses and restaurants. For larger buildings, such as large commercial or small industrial businesses and institutional buildings such as libraries, the cost can climb to $200-$300, according to GasBreaker Inc., a Pennsylvania-based manufacturer.

Government and industry estimates on overall costs have varied greatly:

? In 1974, consultants to the Transportation Department said installing valves on new lines was not only economically and technically feasible, but would improve public safety. They recommended more study, however.

? In 1991, an industry-commissioned study put the price tag at $207 million over 50 years to outfit new and renewed lines, an estimate that included the price of the device, its installation and the potential cost of digging up pipes to repair bad valves.

? In 1995, when Congress was debating whether to mandate the valves, an industry executive estimated the cost would top $1 billion. The proposal was dropped.

All sides in the debate agree that installing the valves retroactively would be too expensive. But NTSB's Hall said industry resistance has blocked the valves' installation even on new service lines where costs would be largely limited to the price of the device.

The American Gas Association and several other industry groups warn there are still too many unknowns, including how the valves would function in large-scale settings where demand for gas could jump in different seasons.

The association said a federal pipeline safety agency study "grossly understates the economic, technical, and operational complexities" of broadening the valves' use to large-volume customers such as hotels, restaurants and hospitals.

The association would support valves on certain larger customers that draw a fixed amount of natural gas, vice president Christina Sames wrote. She cautioned against a broader mandate, saying that schools, hospitals, restaurants and some apartments that can draw varying amounts of gas are "critical" customers where an inadvertent trip of a valve would threaten safety or hurt business.

Hall said excluding such customers would leave unprotected those places more likely to have large concentrations of people, raising the potential for greater damage in an accident.

The dispute over valves for service lines comes amid a broader debate over pipeline safety sparked by a 2010 explosion in San Bruno, Calif. that killed eight people and a blast last year in Allentown, Pa., that killed five. Those accidents also triggered calls for emergency shut-off valves, but they involved larger pipelines not covered in the government's proposed service line rules.

Individual utilities said they should be trusted to decide when and where to install the service line valves. A device manufacturer, however, said some utilities' reluctance stems from a lack of experience with the devices.

"We have sold millions of these and, if these problems were a reality, we as a manufacturer would be called to task on them," GasBreaker CEO John McGowan Jr. said.

San Francisco-based Pacific Gas & Electric Co., one of the nation's largest gas companies, has installed excess flow valves on fewer than 3 percent of its 3.4 million service lines, government data from 2011 shows.

Anthony Earley, PG&E's CEO, said he objects to widespread use of valves because customers can be inconvenienced if gas is shut off in response to a false trigger. "Once you trip a gas valve and shut off gas, you can't just turn the gas back on," he said.

The company plans to install additional valves on new or replaced lines for single-family homes in the coming years.

Steve Miner, a manager of operations at Vermont Gas Services, said the valves are impractical at schools or hospitals because they can limit gas flow, possibly "starving" large boilers or furnaces that need a steady flow to run properly. Beyond those cases, Miner said, he would have "no problem" with expanding the mandates.

"I think they are the best thing out there," Miner said. "I'm the one who has to go on these emergency calls and it's a nice feeling when you know the (excess flow valve) is on that service."

So the debate continues, and so do the questions of those who lost loved ones.

When a crew of cable installers in St. Cloud, Minn., struck a downtown gas line in 1998, the pipe leaked for 39 minutes until something ignited the gas. A pizzeria, apartment units, a law office and a bar were destroyed. Among the dead was Robert Jacobs, a gas company worker and father of two.

"I would think putting those valves on lines going to apartments or businesses would be very important, but the companies say it's too expensive," said his wife of 23 years, Jean Jacobs. "But how do you put a price tag on a life?"

IOC President Jacques Rogge honors Israelis

LONDON (AP) -- IOC President Jacques Rogge paid tribute Monday to the 11 Israeli athletes and coaches killed in Munich 40 years ago, leading a solemn minute of silence in the athletes village.

It was the first time the IOC has honored the slain Israelis in a ceremony inside an Olympic village.

Rogge has repeatedly rebuffed calls to hold a moment of silence during Friday's opening ceremony of the London Games. He said Saturday the opening was not the appropriate place to remember the Israeli team members killed by Palestinian gunmen at the 1972 Munich Olympics.

On Monday, Rogge chose a different venue and occasion to hold a special observance.

"I would like to start today's ceremony by honoring the memory of the 11 Israeli Olympians who shared the ideals that have brought us together in this beautiful Olympic Village," Rogge said. "The 11 victims of the Munich tragedy believed in that vision.

"They came to Munich in the spirit of peace and solidarity. We owe it to them to keep the spirit alive and to remember them."

Rogge bowed his head as a crowd of about 100 people - IOC executive board members, dignitaries and Olympic athletes and officials - stood in silence for a minute.

"As the events of 40 years ago remind us, sport is not immune from and cannot cure all the ills of the world," Rogge said.

Rogge spoke from an outdoor stage during a ceremony promoting the Olympic Truce, a U.N.-backed initiative calling on warring parties around the world to end hostilities during the period of the games. Rogge and other officials signed the "truce wall" after the event.

Rogge and the International Olympic Committee have come under pressure from Jewish groups and politicians in the United States, Israel and Germany to honor the Munich victims during the opening ceremony.

"We feel that the opening ceremony is an atmosphere that is not fit to remember such a tragic incident," Rogge said Saturday.

Rogge and the IOC will also honor the slain Israelis at a private reception in London during the games on Aug. 6. The IOC will also take part in a ceremony in Germany on the anniversary of the attack on Sept. 5 at the military airfield of Furstenfeldbruck where most of the Israelis died.

During the second week of the Munich Games, eight members of the Black September militant group penetrated the laxly secured Olympic Village and took Israeli team members hostage. A day later, all 11 were dead. German police killed five of the eight assassins during a failed rescue attempt.

Still, Monday's tribute did not fully satisfy families and advocates for the victims.

Ankie Spitzer, whose husband Andre coached the Israel fencing team in 1972, said in a statement that Rogge's "private moment" was just a "rehearsal" for what they expected of him on Friday.

"We will continue our efforts to have the memory of our loved ones honored at the opening ceremony," said Spitzer, who will speak at a news conference on Wednesday in London.

The United States-based Anti-Defamation League criticized the IOC for an "irrational and stubborn" refusal to honor those who died.

"This four-decade refusal to mark one of the most infamous terrorist attacks in history, and an attack on the Olympics Games themselves, represents a continuing stubborn insensitivity and callousness to the memory of the murdered Israeli athletes," Abraham H. Foxman, the ADL's national director, said in a statement.

Rogge, who competed in sailing at the Munich Games, said Monday's tribute was heartfelt and not a response to the demands for a commemoration during the opening ceremony.

"It has nothing to do with the requests," he said. "It was a spontaneous gesture from me because we are here in the Olympic Village where the athletes were killed, part of them at least. This is a place where we speak about sport and peace. It's absolutely normal I should call for a remembrance of the Israeli athletes.

"I couldn't speak here in front of the athletes and the national Olympic committees about peace and sport and about the Olympic Truce without remembering or reminding the people what happened 40 years ago and the disaster that also started in the Olympic Village in Munich, so it was fitting that I would say what I feel about that."

The remembrance came at the end of a tour of the village by Rogge and the executive board. Rogge inspected a room in the Brazilian housing area, watched a team-welcoming ceremony featuring circus performers, chatted with British volleyball player Nathan French in the game room and sat in the cafeteria with Australian athletes who greeted him with "G'day mate."

Rogge, who is attending his 21st Olympics, had rave reviews for the facilities.

"It's a Premier League Olympic Village," he said.

    Nexus 7 gets iPad-style SmartCase

    nexus 7 smart case

Got a Nexus 7 but stealing envious glances at the iPad's magnetic Smart Case? Well, you can put the green-eyed monster back in its cave, because there's a cover for Google's slate that works in much the same way.

The SD TabletWear SmartCase covers the front and back of the Nexus 7, with a front flap that holds itself closed using magnets. When closed, the case puts the Nexus 7 into sleep mode; open it up and it'll spring back into life.

The SmartCase is available now from MobileFun, priced at ?17.95.
